Summary: I want to make it easy to choose which admin1, admin2, and admin3 that come back from the API. by default, you get ALL of admin1 or admin2 or admin3 when you make the API call.

I need the ability to select which admin 1, admin2, or admin3 that are returned by the geoJSON.

• If I select admin1 or multiple admin1s, by default it should return the polygons for the admin1s (and NOT the admin 2s)
• I should be able to pass in a flag that specifies if child polygons should be included
  • e.g. "include_children=true" would return the admin 1 polygons and all of the children admin 2 polygons
  • note: it should only be one level deep (admin1→admin2 but NOT admin3)
