Import Countries

This will load the countries (admin0) from the latest shapefile.

$ foreman run rails carto:load_admin0

This results in 53 total countries imported (AFRO and EMRO).

Import Regions

This will load the regions (admin1) from the latest shapefile.

$ foreman run rails carto:load_admin1

This results in 837 total regions imported.

Import IUs

This will load the IUs (admin2 or admin3) from the latest shapefile.

$ foreman run rails carto:load_ius

This results in 4,048 admin2 and 1,666 admin3 imported. This is 5,714 total IUs.
